Is This a Department White Paper?
If this had been a department white paper, it would be one of the most pressive i've ever seen. The reason that we are worried about this is because it is trying to replace the entire government's policy agender after a couple of years when there hasn't been an enormous amount of domestic policy. This does still seem to me to be a government in trouble, much more than a opposition that has a credible alternative way of doing things.
