The Different Types of Organizations That Use Chapters for Prioritization
The fully segregated base is where the base could be an incubator, maybe a games company. Many of it is not involved other than invoicing and finding customers. They are more involved in sales and marketing than not at all in features. Prioritization for customers is not their job. So depending on those, you'll have to figure out for yourself how much is the blue team involved in prioritized strategy.
