The Disruption of the Iraqi Nuclear Program

Moffrey: I did that in large part through individual interviews accessing many of their private papers from the program and also by accessing the International Atomic Energy Agencies Archive. One striking observation for me was just how much reorganization and how many changes kept happening in the Iraqi program. This was partly connected to political developments and partly related to Salah Hussein's efforts to avoid any potential challengers to his position. But it all amounted to an enormous amount of disruption. So it made it more difficult to sustain a program of this size and this complexity that a nuclear program tends to become. That really told me something important about why it was difficult to obtain certain results in this program.
