How did cromwell become head of state? Simply because he has been carried to power by the revolutionary army that won the civil war, and then wrecked the constitution in an effort to get at him. The army just can't get an elected parliament to agree to the reforms it wants. And so what it tries to do is tame elected parliaments as a cavalryman tans a horse,. By putting cromwell as lord protector, a quasiking figure with a powerful council instead of a house of lords, to manage, purge and overrule parliaments until they tow the lion and produce the army's second revolution. It doesn't work because cromwell refuses their instrument
