The Rise of Managed Care in the United States
There are points at which it is no longer just cheaper to care for someone than not to. And I think that some of, you know, New York does significantly expand its home care offerings as a result of HIV AIDS because it's so much cheaper to pay for care in home. Home health aides are egregiously underpaid and unprotected under New Deal law. But these community based organizations essentially do show the public at large that there is a humane and kind way to provide care.
