The Russians are doing all kinds of things in the way of attacking civilians and attacking civilian infrastructure like apartment buildings that don't give them any military advantage. Why should I not look at this and interpret it as, hey, they anticipate having to withdraw from this area because they believe rightly or wrongly that the counter-offensive is going to be substantial and effective? This is a kind of vindictive effort to penalize civilians both by flooding their homes and by making areas normally agriculturally productive, toxic and unproductive.
