Is Open Property the Same as Open Property?
In postoral systems, people have free and open access to resources. It's because there's a shared understanding at everybody as a right, and nobody can be excluded. The emphasis is more on guaranteeing access, as opposed to restricting it. If you only look at boundaries over one year or two years, then it seems like the boundaries are clear but in reality they're very flexible. And so who's a host now is not a host next year; if you look over decades that changes.
