It's been relatively consistent in certain ways I mean a competitive kind of bidding process is generally how things have developed you've tended not to have in the world cup as many countries who have wanted to host. The next World Cup in 1938 in France did lead to quite a few disagreements and a lot of that was based on the kind of rivalry between the two big blocks at the time, South Americans and Europeans.
