There is dispute as to what exactly Twitter engaged in. The Ninth Circuit said, look, we think you had a reason to know from these immediate accounts that there's at least some knowledge of these sorts of actions. That proves to be potentially expensive proposition for Twitter,. They're also make the point that a lot of companies will fall under the scope of such a broad interpretation of potential liability if they're providing services to broadly available people.
