The soviets helped create the angol and armed forces, or fapla, and then arm them. They also sent advisers that focused on supporting fapla's smaller and more nimble counter insurgency units. Havana believed that the fabla should concentrate on fighting the insurgency unita at home,. leaving the cuban troops to protect the country from a foreign invasion. And they really didn't seem to have any idea of how to conduct a counter insurgency warfare. To yet a complete and total soviet failure.
