For rules to be effective, there has to be an expectation of intellectual rigor applied by the rule makers. And a j walking is also one of my favourite examples where it makes sense that they would create a rule so that people don't get hit by cars. But you can't enforce the rule. You then have to basically ask the person who has figured out that the rule is stupid, please adhere to it,. Just because it will idnt make society more cohesive, whatever. Like, shut upand the reason why i've present it that way is there is an element of an order.
