Is There a Law Offensive Cyber Operation?
International law is unclear on when an offensive cyber operation could cross that armed attack threshold. The first public comments on the issue were made by a member of a US presidential administration. If you destroy something through cyberspace meaning there is physical destruction that will definitely be treated as if it's an armed attack and I think most nations would do likewise.
