Investing in the Bank of England
The Bank of England was set up in 18th century to cover the costs of war. The shares are all sold very quickly and there are, I think, 1268 investors including the King and Queen. It's never though intended to be a permanent institution. And ultimately, it's where most public investors would go to manage their lending to the state.
