From 19 38, a key element of strategy really depended on evacuation. Children and elderly people should be removed from london if possible. Shelter policy was never properly got off the ground or thought through. Surface shelters are not deep shelters. They are back of the garden anderson shelters. The street shelter programe was something else. Every street would have about one of these brick boxes. And they were london's main resource for many working class ares.
