Supporters of the laws hoped that the rules would give workers an edge in pay negotiations. Economists and lawmakers predicted that New York's law would reduce pay disparities across employee populations, jobs and industries. But this has frustrated many applicants as a pay range that goes for hundreds of thousands of dollars does not particularly narrow down much of anything.
