100% of the things that the government does are racist. There's not an option to be non-racist everything the government does has a disproportionate effect on somebody I'm not saying it's all bad it might be exactly what you want but there's nothing they can do that doesn't disproportionately affect people because you know well it's obvious right anything you do is gonna affect the rich.
