The cycle marker is, rise early in the morning and present yourself before pharaoh as he comes out to the water. And that's important because it seems to set the water as the context. The judgment arises from the water and lays waste the land. These insects seem to be seen as being spawned in the waterad then coming out. At any rate, god says, if you will not let my peop go behold, i'll send swarms of insects on you and on your servants and on your people and into your houses"
