The revelations were contained in a newly published report by the Asian human rights group Safeguard Defenders. They say that their only reason they're there is to assist expats and completing administrative tasks such as getting their driver's license renewed. The Chinese have this policy called involuntary return. It's a program of compelling Chinese nationals to return home whenever the country security service deems they violated Chinese law.
