Joe Biden's Offer Not to Run for President

Fareed Zakaria: It's inconceivable that Joe Biden served another five plus years in the White House. He is on serious decline. His policies are not working. I don't see how it continues. At some point, there will be this horse trading where he will offer not to run again,. perhaps in exchange for not being impeached by the Republicans in the House.
