The Fear of Disruptive Demonstrations
I think there's two things here. I think one is that this type of new legislation won't stop disruptive protesters from being disruptive. That's not going to stop because specifically their commitment to the cause is much more important than what might happen to them in those cases. The fear is really that that kind of demonstration. People will be put off for joining it because they're not sure of what their rights are, and they’re not sure what the police is going to do. So that's more of the fear is that chilling effect on if you like the the ordinary demonstration or exercise by ordinary people of their civic rights.
