The Paradox of Economic Liberalization in India

Belila: The book is about understanding the nature of the state in India and also it has comparative implications. She asks how do you think water bureaucracy in southern India, Chennai, undermines the narrative of privatization and decentralization post-1991? Belila: I show that the kind of centralization that is happening with the state actually gains more power rather than decentralizing it to local communities or local populations. It's actually built into the policies that claim to be promoting decentralization.
