Japan had no way of knowing how many ships, or what ships, were going to be at pearl harbor when they arrived overhead. A key part of pulling off this great gamble was timing. The japanese very intentionally planned the attack to take place at dawn on sunda. Sunday was clearly still in a peace time navy, the day of leisure.
