The Status Quo Is Working Just Well Enough
This isn't a negotiation problem really. What is it? The real problem here is that the status quo is working just well enough. There is just enough peace to make people not necessarily sure that they want to take a risk on reaching a final peace deal. Once you know that, it starts to really change the prospects for something like bringing allies into the equation or the us taking a renewed role.
