The idea that McClelland had was that there are kind of statistical regularities in relationships in communicative relationships between nations. The way that you pick up tension and communication is when the communications between nations moves out of that regular that you've statistically determined and into the irregular, into the abnormal. Starting to exchange more kinds of those 60 types of information is a sign of instability, right? It's a sign of a nation desperately sending out information in hopes of orienting itself better in this system that suddenly seems like it's out of equilibrium.
