The German Foreign Ministry's Position on China

There are big splits in Germany over China policy. The foreign minister Ms. Biabok says we can no longer allow ourselves to become existentially dependent on a country that doesn't share our values. So who's right and who's wrong here? What you quoted with the Foreign Minister said is the German government's position so I don't see any contradiction.
