The state of California has a 68 billion dollar surplus. Much of the money is constitutionally guaranteed to go to schools. But also sophia, the state can't just go round spending the money as they'd like. So i think there is a lot of agreement among democrats in the legislature and newsom that a big part of that money should be spent on infe structure.
