He doubts it can exist and as you pointed out it almost certainly isn't the case but if those conditions were met he would he would revise. totalitarian religious regimes are static societies because they cut off criticism I would call any actually conception of a moral god a totalitarian philosophy so it is a static philosophy  I think a irrational one and suicidal one though maybe that's a bit of a different conversation. Is there an argument to be made that depriving someone or a person of a sense that is likely to confuse them is can actually help them in a way? He has trouble actually coming up with a go here an argument for cutting off some sources of senses well as Easter Island.
