Medicare - The Cost Plus Reimbursement System
In 83, congress passes the most significant change to medicare since its passage in 65. It switches it from a retrospective cost plus reimbursement system to a prospective payment system. And this becomes a problem from the perspective of federal policy makers because of the way that it manifests in the form of a cost inflation for the medicare budget. The recession just itself is like evidence of a larger health shock that the recession enacts.
