The cost of strikes to the economy in terms of revenue lost and compared that to the cost of actually giving pay rises early and avoiding strikes. The IFS calculated that if you're taking the inflation rate at 10% it would cost 18 billion but then the government would get about a third of that back through higher taxes because when you put people's wages up then they have to pay more tax.
