Is There a Cap and Trade for the Sea?

In the Alaskan holiday fishery, there's different classes of rights based on who you're allowed to sell them to. I don't know how much that actually connects, but it's something I often think about as, you know, because in a way, catchers are like cap and trade for the sea Right. Yeah. The flip side of that though is that when there's uncertainty about where the fishers are,. You can end up having kind of hotspots. It reminds me of the discourse about cap and trade, which can lead to essentially also as a spatial issuewhere you can end up concentrating pollutants in one particular place.
