"We almost need to reverse what happened after the earthquake that a lot of the engios kind of, to put it bluntly, in terms of hatian society. Some of these communities which received boats and motors don't have any left any more," he says. "There there's got to be a give and take. We can provide some of the resources, but we're certainly not going to provide all of them."
