Leon Calvaria is the chairman of the Institutional Clients Group at City. He says there has been an uptick in the second quarter that could signal improving strength in the back half of the year. The IPO market is one piece of it, because it shows people are willing to take on new issues and price them. But it's not the overall market. And again, when you peel away these historic peaks, they're all probably 5%, 10%.
