FERC and Public Utility Commissions Have a Lot of Regulatory Power to Fine Utilities

FERC has authority to fine violations that utilities commit in its jurisdiction up to $2 million a day for every day that they're in violation. But on this stuff, unlike lying or sort of quote unquote mistakenly charging customers for political expenses, that's almost never fined. And when they do catch it, what they say is like, okay, well, you got to refund the money to Raypairs. So there's almost no deterrent.
