The report proposed changes to a law. What they did was they recommended limiting the lives of non institutional foundations to be between 10 and 25 years. They also created a denial of tax exemption to a foundation holding more than 5 to 10% of any businesses capital or securities. The United States by this point was already busy importing the necessary personnel to change the fabric of this country forever.
