When people start talking about a shortage, ever body rushes out because they need to get somewhere. So they go just in case. The petrol stations themselves have plenty of petrol, and it's only a very small number that have been suffering from shortages. But if you get everybody going to the petrol station at the same time, and filling up and filling up more than they normally d then there's the risk you'll get further shortages.
