Brenner: The Democratic Party leadership, and indeed the membership as a whole, were not terribly thrilled in the end. He says Democrats allowed the Senate to take the lead in framing the act. Brenner: They hoped that they could get some things for their constituency once the big chore of supporting the donors had been successfully accomplished.
