What Is the Goal of the System?

The goal of the system in the united states is not to build projects on time. In germany there's a lot more tax planning, and there's aA lot more responsibility on the owner,. Show me the results. Give me a better scheduling system. I want to know when our designers are holding you up. So would an owner, a i'll tend towards most of the more dishonest, money driven owners, would they want you to have a good schedule system?
