Is There a Connection Between Felicia and a Black Man?
Felicia's body was found in a river about 50 miles northeast of Baltimore. The next day, police find the body of another man who they identify as 53-year-old Daryl Harper from Virginia. Investigators don't find any evidence connecting Felicia to this other man and it turns out to just be a wild coincidence. But there is something happening in the background that could lead to justice for these two women.
