The fbi had the technology to find and gather more precise physical evidence than local police. By this point in the 19 nineties, they handled about 800 kidnapping cases a year. Kate and gillian had seen polly's abductor and could describe him a tall man with dark hair and a full beard. From those descriptions, law enforcement was able to create a composite sketch of their suspect.
