Can It Be Challenger to Apply International Law to the Cyber Domain?
For most operations that the military conducts there is a history that we can look to and that history has been authored by millions of warriors over thousands of years. For cyberspace we don't have that one because those operations haven't been going on very long or behind closed doors in most cases. Even when they come out into the public view at least some of the important pieces are not revealed to the public. There is a missile strike in Syria during the Trump administration that was something that Bobby Chesney could weigh in on the blog within 24 hours if not a couple days whereas a cyberspace operation almost never is going to be discovered that quickly.
