It's long been said that if everything is an emergency ten, then nothing is. One of the criticisms i've heardis it's and bok sort hove alluded to this,. It's about social justice. And therefores it's about nothing. Or maybe even more importantly, it's about whatever any particular enforcement agency or jeff budge wants it to be. That's one of the reasons why we need the consumer welfare standard. When we have it allows, it allows us to harmonize how it works.
