Regional Integration Isn't Working
In the early nin infifties, latin american countries did not have a lot of trade relations with each other at the time. So it was important for them to kind of establish those kind of trade relationships to circumvent the need for hard currency. But so at this point in the early years, co operation from the centre isn't forthcoming, and regional integration isn't working either. Arprebish and other sapalinos getting frustrated. They're hopeful that there's some role for them in transforming these economies.
