There's a pervasive sense that sanctions are this risk free way to deal with adversaries and enemies. Part of it also has to do, i think, with the fact that we had, in the twentieth century, a number of experiences that have become epitome of human violence. But another thing right now is that thereis a widespread reluctance by people to put actual western troops into far away places.
