Is Starlink a Problem?

The U.S. National Science Foundation and SpaceX recently announced an astronomy coordination agreement to help benefit radio astronomy. The big one is the development of radio dynamic zones to support creative and cooperative uses of the radio spectrum, basically figuring out how to share the air so that everybody's radio waves get through.
