Whether to Pave a Road or Not?
The level of service on gravel roads, deferently, is different on paved roads. When some dirt roads are so bad in mud season, school busses get stuck. Some people will use speeding cars as a reason against paved roads; those same people complain about speeding cars and their dirt roads. There's two sides to everbe coin, for sure. And there's as many opinions out there.
