The Military's Planning Estimate of What Makes It Worth Doing

Do military officials make any kind of estimate about what makes it worth doing? I'm not familiar of a planning estimate that the military has. You do not end terror groups with military force. They either implode because they become unattractive to the population or potentially local policing.
