In the Western US, any transfer of rights needs to go through a process to determine whether those rights actually exist. You have to show that you've been extracting the water from the river and that it hasn't actually been draining back into the river after you put it onto your property. So there's quite a bit of work that goes behind the scenes every single time someone tries to transfer a water right. And again, the reason for that is because of that place-based sequencing.
