textualism, like any interpretive philosophy, when pushed beyond its plausibility becomes just another vehicle for judges to substitute their policy judgments in favor of what the legislature wanted. There's nothing magic about text as the only valid source of evidence for congress's intent. It has to be balanced against other sources. And so what i think this opinion shows is that if you focus only on one source to the expense of all the others, you will ultimately get a very distorted reading,. which is theoretically what the whole point of statute pretation is.
