Biden's opponents argue that trying to forgive $400 billion worth of student debt raises a major question about whether or not this is what Congress had in mind when they passed the Heroes Act after 9-11. The court says, if what you're doing involves a huge big question that has major political or economic significance, we need proof that Congress envisioned it. We can't just see some backwater statutory provision that allegedly lets it happen. We want to know that Congress wanted it to happen.
