There was an overall committee in charge of this, but the reality was that each organization made their own arrangements. They had priority lists of what they regarded as their absolutely top treasures, and then other lists of the less important treasures. Depending on that sort of triaging process, things went to different destinations. Only they did consult amongst one another, but really they they did their own thing.
